The popularity of the New Jersey Foster Care Scholars program is a testament to its importance. Typical college students rely on parents for financial assistance and emotional support. Youth aging out of foster care often are on their own. The scholarship program offers an opportunity for higher education that many foster youth thought they would never have. The Association for Children of New Jersey (ACNJ) examines the scholarship program and finds that the initiative has many of the elements necessary for a comprehensive scholarship program. But some are missing: (1) The scholarship program lacks a sufficient, stable source of funding; (2) The program's funding crunch has been exacerbated by a reduction in New Jersey's share of federal funds for foster care scholarships, due to an overall decline in the number of children in foster care in New Jersey; (3) New Jersey's scholarship program has more expansive eligibility guidelines than similar initiatives in many other states; and (4) Unlike some states, New Jersey's program does not guarantee coverage of the entire cost of attendance, causing a great deal of stress for the many foster youth who get no financial support from families, especially those attending four-year institutions. ACNJ believes foster youth in New Jersey need and deserve an opportunity to attend college, and that New Jersey must preserve and strengthen its effort to offer them that chance. (Contains 4 notes.)
