The mission for Urban SEALS (Special Education Academic Leaders), a federally funded doctoral preparation program, is to prepare doctoral-level special educators, including those who are culturally and/or linguistically diverse (CLD) to assume leadership roles in the education of urban students with disabilities who are CLD. This report provides information on participant evaluations of the third year of implementation which involved comprehensive examinations and dissertation proposal preparation. (Three appendixes are included: (1) 2008 Urban SEALS (Special Education Academic Leaders) Survey; (2) Coding of Responses to Queries about Program Procedures; (3) Valences for the Coded Responses of the Participants' Comments.
