The Implementation of OLASS: An Assessment of Its Impact One Year On. Research Report RR810

This is the third and final report from the evaluation of the new Offenders' Learning and Skills Service (OLASS). The evaluation examined the impact of OLASS on: (1) Assessment of learners; (2) Monitoring procedures; (3) Information, advice and guidance (IAG); (4) On the offender learning/criminal justice workforce on provision for offenders (in both custody and community); (5) On provision for offenders (in both custody and community); and (6) Areas for improvement and/or further development. With the exception of provision in the community, OLASS was considered to have brought about some or much improvement. Reported findings include: (1) When given the chance to freely nominate the main impact of OLASS, 80 percent of interviewees described the main impact in positive terms: (2) For areas where improvement was not noted, most interviewees registered a "no change" rating rather than a decline in standards; and (3) Interviewees proposed several ways in which OLASS could benefit from further development or improvement, particularly in terms of additional provisions available to offenders, focusing on employability, vocational courses and establishing links with local employers.
