Organization Facilitators: A Key Change Agent for Systemic School and Community Changes

It is time for reform advocates to expand their emphasis on improving instruction and school management to include a comprehensive component for addressing barriers to learning. In doing so, they must pursue this third component with the same level of priority they devote to the other two. That is, such an enabling (or learner support) component must be a primary and essential facet of school reform. This will require shifting policy to push school reform beyond the current tendency to concentrate mainly on instruction and management. This type of substantive change requires guidance and support from professionals with mastery level competence for creating a climate for change, facilitating change processes, and establishing an institutional culture where key stakeholders continue to learn and evolve. This publication discusses the role of Organization Facilitation as fundamental to establishing an infrastructure for systemic change in districts and schools. Three appendixes include: (1) Expanding School Improvement to Address Barriers to Learning: Rethinking Student Support Services and Enhancing School-Community Connections; (2) Initial Plan for the Organization Facilitator in Phasing-in a Learning Supports/Enabling Component; and (3) Why Rethink How to Use Student Support Resources?
