Finance and Resource Issues in High School Reform

This report summarizes discussions between education and youth development leaders regarding the need to address financial and resource issues in high school reform. They discussed: (1) allocation and alignment of resources to support standards-based reform (SBR) and higher expectations for all students; (2) generating resources for the interventions and specialized programs necessary to support the learning of students with special needs; (3) allocating resources to support learning in alternative education settings; and (4) developing funding strategies for dual enrollment programs. This report is organized around these four topics and addresses the challenges associated with each of these topics, as well as participants' ideas about how we might begin to address these resource challenges. This report also issues a series of recommendations for education decision-makers as they work to implement high school reform.
