During the past three decades, there has been an increase in knowledge about early childhood development. Early experiences can function as either risk factors or protective factors for a child's future health and development. This has led to concern about how current health systems contribute to the quality of the earliest experiences of life. Specifically, knowledge about child development has lead to a focus on mental health care services for young children. This report draws on existing research findings and makes policy recommendations for how to structure and implement mental health care systems that work with infants and families. This executive summary describes: (1) policy recommendations and strategies for implementation; (2) what "infant mental health" means; and (3) how to develop systems for delivering IMH services.
