West Virginia Higher Education Policy Commission
In recent years, West Virginia high school students have improved their performance on the ACT exam and have been steadily approaching the national average on ACT composite scores. In 2001, the gap between West Virginia test-takers and the national average was eight-tenths of a point. As of 2005, the gap was at six-tenths of a point. Performance-based incentives such as the PROMISE Scholarship have encouraged students to achieve higher standardized test scores through better preparation and higher frequencies of attempted exams. Data in this chart represent performance by all West Virginia ACT test-takers. Score levels are even higher for students entering the State's four-year public colleges and universities. The average ACT composite score for baccalaureate enrollees in 2005 was 21.6. This report evaluates statistical data relating to: (1) Statewide Public Higher Education; (2) Baccalaureate and Graduate Institutions; and (3) Community and Technical College System.
