Teacher Supply and Demand: FY 2004 Report to the Legislature

In compliance with Minnesota Statute 127A.05, Subdivision 6, the Educator Licensing and Teacher Quality Division of the Minnesota Department of Education contacted all public school districts and charter schools in December 2004 and January 2005 in an attempt to determine how school districts and charter schools were succeeding in staffing the schools with qualified teachers. This report provides information which is maintained and published as Minnesota Rules by the Office of Revisor of Statutes as a part of its normal business functions. This report summarizes the findings and highlights potential shortage areas and trends as measured by the data collected: (1) Supply and demand factors; (2) Study limitations; (3) Perceived teacher shortage areas and surplus areas; (4) Perceived Teacher shortage areas correlated with the number of special permissions (actual data); (5) Reports of subjects most difficult to staff; (6) Un-expired licenses (actual data); (7) Initial licenses to individuals prepared in Minnesota and out-of-state (actual data); (8) Actual Minnesota teacher retirements,compared to projections; (9) TRA data on teacher retention (actual data); and (10) Board of teaching licensing data (actual data). The following are appended: (1) 2005 Teacher Supply and Demand--Data Survey; (2) School Districts and Charter Schools by Region; (3) Anticipated Shortage Areas; (4) Un-Expired Licenses (All Fields); (5) Initial Licenses Granted (All Fields); (6) Retirements (All Fields); (7) Projected Retirements (All Fields); (8) Projected Fields of Teacher Surplus; (9) Personnel Variances Granted (All Fields); (10) Temporary Limited Licenses Granted (All Fields); (11) Board Waivers Granted (All Fields); (12) Non-Licensed Community Experts Granted (All Fields); and (13) Additional Comments: Availability of Substitute Teachers.
