This document and a companion National Report are the results of a study of the management of catering services in higher education by the United Kingdom Value for Money Steering Group. The national report identifies key management issues for the senior management team in developing a review of catering services, to ensure that they are effective and provide value for money. This toolchest was developed as a practical guide to help catering managers at higher education institutions to: assess the effectiveness of their catering arrangements; identify matters needing further consideration within their strategic policies and operational procedures for catering services; implement practical solutions to enhance service delivery and deliver better customer value; and communicate their service values, aims, and objectives to students, staff, and others on behalf of their institutions. The toolchest is divided into modules, covering each criterion of the EFQM Excellence Model: leadership and people, policy and strategy, partnership and resources, processes, key performance results, people results and society results, and customer results. The toolchest offers key findings from expert working groups, self-assessment checklists, cameos, and management statistics. The four appendixes, which comprise the bulk of the document, include a bibliography, pertinent references, checklists and other resources, and a glossary of terms. (SM)
