Financing Universal Pre-Kindergarten: Possibilities and Technical Issues for States in Using Funds under the Child Care and Development Fund and Temporary Assistance for Needy Families Block Grant. (Revised).

The two principal federal funding streams available to states for provision of child care services are the Child Care and Development Fund (CCDF) and the Temporary Assistance for Needy Families (TANF) Block Grant structure. Noting that funds from both of these can be used for child care and early education initiatives, this report summarizes what is clear and what is unclear about the extent to which each could be used in support of universal pre-Kindergarten initiatives. The report separately analyzes each stream, summarizing the basic features, how it can be used, and the particular issues that would likely arise in efforts to use the funding in support of a universal pre-K initiative. Apart from legal issues, the report also considers potential political issues involved in using these funds for universal pre-K initiatives, and the fact that both streams are still pending reauthorization in 2003.
