The National Literacy Strategy: The Third Year. An Evaluation by HMI.

The implementation of the National Literacy Strategy (NLS) began in English primary schools at the start of the autumn term, 1998. The purpose of the strategy is to improve standards in literacy. This is the fourth report on NLS by the Office for Standards in Education (OFSTED). It provides a detailed account of the implementation and impact of the strategy in primary classrooms in England. During the third year of the strategy, Her Majesty's Inspectors (HMI) inspected a number of themes, including the teaching of literacy in reception classes and the impact of the strategy on the attainment of minority ethnic pupils. The report also discusses the impact of the NLS on the rest of the curriculum; the effect of the program on minority ethnic pupils, boys, and pupils with special education needs; leadership and management; and training and support.
