This Compendium is structured so that users may easily seek answers to specific questions about the design and implementation or refinement of state accountability systems. Chapter 1 provides background information. Chapter 2 raises a set of critical questions and major concerns state teams will need to address in designing their accountability systems. Chapter 3 provides an analysis of and descriptions of six invited descriptions of state accountability systems. Selected resources materials are provided in chapter 4. Chapter 5 and the appendixes provide additional background materials including suggested readings and links to selected Web sites. Bookmarks are provided throughout to assist users in going seamlessly among the chapters, resources, and appendices. (SLD)
