This report describes activities of the National Council on Disability (NCD) during fiscal year 2001. Activities were focused around NCD's four strategic goals: (1) to enhance the lives of people with disabilities of all ages and backgrounds through the development of policy recommendations; (2) to educate the public and elected officials on disability issues; (3) to promote effective delivery of federal services and programs to underrepresented populations such as culturally diverse communities, rural residents, and youth with disabilities; and (4) to make NCD a high performance organization. In fiscal year 2001, NCD continued its Disability Civil Rights Monitoring Project by completing research and comprehensive reviews of the first 12 years of enforcement efforts under the 1988 Fair Housing Amendment Act and related legislation and of the first 27 years of enforcement efforts under Section 504 of the Rehabilitation Act of 1973. NCD also began research on the implementation of the Civil Rights of Institutionalized Persons Act of 1980 and the landmark U.S. Supreme Court decision in Olmstead v. L.C. 527 U.S. 581. The NCD also established a Cultural Diversity Advisory Committee to provide advice and recommendations on issues affecting people with disabilities from culturally diverse backgrounds, and expanded its Web site.
