OECD Review of Career Guidance Policies. Norway: Country Note.

Norway's career guidance system and policies were evaluated. The review team met with policymakers and guidance practitioners in the public and private sectors, analyzed data from a national questionnaire, and reviewed pertinent documentation. The evaluation focused on the following areas: splitting educational/vocational guidance from personal counseling; a pupil entitlement; the role of the Aetat (Norway's public employment service); developing guidance services for adults; professional development; and strategic coordination. Key strengths of Norway's career guidance system were as follows: well-established guidance and information systems within the school system and with strong local ownership; flexible but coherent pathways following the end of lower secondary education, including a well-structured follow-up service to support individuals who slip off pathways; some promising new services in higher education and private sectors; and an emerging tradition of innovation through systematic trial and evaluation. The system's identified potential weaknesses were as follows: its fragmented nature, lack of adequate links with the labor market, and lack of coherent focus for strategic planning; significant gaps in provision, especially for adults; weak professionalization; and its tendency to focus on information rather than on guidance.
