OECD Review of Career Guidance Policies. Germany: Country Note.

Germany's career guidance system and policies were evaluated. Data were collected through meetings with policymakers and guidance practitioners in the public and private sectors, an analysis of data from a national questionnaire, and a review of pertinent documentation. The evaluation focused on the following areas: reviewing the role of Germany's Federal Employment Service; strengthening guidance within educational institutions; extending services for employed adults; quality assuring the private sector; strengthening professional standards; and exploring ways of extending collaboration and leadership. Key strengths of Germany's career guidance system were as follows: the all-age guidance system provided by the Federal Employment Service; extensive access to high-quality information; the strong formally defined partnerships between the Federal Employment Service and educational institutions; and the strong partnerships between educational institutions and the world of work. The following potential weaknesses of the system were identified: somewhat bureaucratic guidance structures that may not always attend adequately to individuals' needs; the relative lack of attention to self-awareness and career management skills; the limited level of professional training and professional association support for many guidance practitioners; and the lack of quality standards and quality assurance mechanisms.
