This report on the well-being of America's children focuses on the need for renewed commitment to children by all sectors of society. The foreword to the report exhorts governors to lead a culture change and show that states can more efficiently help their own children. This section also describes the mission of the Leave No Child Behind movement, discusses barriers to overcome, details investments that could be made in children if monies for various tax breaks were directed toward children, presents the 2000-2001 Action Agenda to Leave No Child Behind, and compares the U.S. to other industrialized countries with regard to various public policies related to child well-being. The six chapters of the report address the following: (1) family income, focusing on child poverty and the lack of national safety nets ; (2) child health, including state health insurance program progress, emerging health problems, and racial disparities; (3) child care, focusing on increased child care needs and difficulties in finding affordable care; (4) education, focusing on reading, writing, and mathematics performance, economic/racial disparities in performance, teacher shortages, school reform, and school choice; (5) children and families in crisis, highlighting opportunities to increase capacity in service delivery systems, communities, and families; and (6) juvenile justice and youth development, focusing on guns and school violence, violence prevention, and promotion of positive youth development. Each chapter also describes state or local initiatives with evidence of positive impact and presents steps from the 2000-2001 agenda for action. The report's two appendices include tables detailing national trends in child poverty, maternal and infant health, adolescent childbearing, and youth unemployment since 1959, as well as state and national statistics for indicators of child well-being and related social indicators.
