Anticipation of Occupation and Qualification Trends in the European Union: Innovations for Effective Anticipation of Qualification and Competence Trends and the Adaptation of VET Provision in Member States.

The approaches being taken and innovations being adopted at the national and European levels to anticipate occupation and qualification trends in the European Union (EU) were examined in a survey of the 15 EU member states. The survey findings were presented by country and in a synthesis. In addition, the findings for Belgium were broken down by the Dutch- and French-speaking portions of the country. The following were among the key findings: (1) the organization of research to anticipate qualification trends in individual EU member states varies considerably, ranging from highly developed and structured systems in Germany and Denmark to informal and loosely coordinated activities in Sweden and the United Kingdom; (2) throughout Europe, changes in the economic, social, and regional or sector environment have led to accelerated review of vocational education and training provision over the past decade; (3) many reviews stem from European Social Fund interventions and European programs in the 1990s; (4) the general trend has been away from large-scale, independent, nationwide qualification analyses and toward regional, local, or even enterprise-level analyses; and (5) although many EU members states have taken increasingly sophisticated approaches to research into competency/qualifications forecasting, the overall state of the anticipation discipline throughout Europe remains underdeveloped.
