Ensuring Teacher Quality and Supply: A State and Regional Approach. Issues in Brief.

This brief uses a regional approach to address issues related to teacher quality and supply. It discusses some of the factors and prospects that might inform the regional perspective, focusing on raising the ceiling by working as a region on teacher quality, viewing teacher quality as the key to reaching goals for student achievement, and examining the regional labor pool to deal with teacher supply (noting such issues as school enrollment, salary differences, projected shortages, and turnover, attrition, and the reserve pool). The brief offers five recommendations for regional action, including creating full regional reciprocity for those who meet exemplary performance levels; creating higher standards for teacher preparation and holding institutions of higher education accountable for graduates' knowledge and skills; creating in each state a three-tiered licensure system; leveraging pooled regional resources to create a streamlined, technology-based application and hiring process and electronic hiring hall; and seeking funding as a region for a longitudinal impact study to inform future efforts to improve teacher effectiveness.
