This booklet outlines the new policy context facing adult and community learning (ACL) providers in Great Britain in their pursuit of high-quality learning experiences for their customers. It shows how a Total Quality Management (TQM) approach to supporting staff development can be effective in securing quality. TQM components are values, leadership teams, structures, and processes. Practical examples and case studies showing how this can be achieved are included. In addition, the booklet outlines the Common Inspection Framework (CIF), which is based on seven key questions, and that provides a basis for creating learning opportunities for staff development that will aid their institutions in passing four-year inspections for post-16 learning. The questions are: how well do learners achieve; how effective are teaching, training, and learning; how are achievement and learning affected by resources; how effective are resources; how effective are assessment and monitoring; how well do the programs and courses meet the needs and interests of learners; how well are learners guided and supported; and how effective are leadership and management in raising achievement and supporting all learners?
