The State of Children in America's Union: A 2002 Action Guide To Leave No Child Behind[R].

In 2002, the Bush administration adopted the Children's Defense Fund's (CDF's) mission to "Leave No Child Behind" as a motto. This report details the CDF's assessment of the state of children in the United States, examines how the Bush administration has translated the President's promise to "leave no child behind," and lays out the CDF vision of what the President, Congress, state and local officials, and all Americans can do to ensure that we leave no child behind. The report's foreword summarizes information presented in the report on the state of U.S. children and the Bush administration's track record. The foreword also recommends freezing the tax cut for the top one percent of American earners and delineates steps to support the movement to Leave No Child Behind. The remainder of the report is presented in three parts. Part 1, "America's Fifth Child," presents nine stories about the one in five children who live in poverty, with accompanying charts and boxes to illustrate how poverty harms children. Part 2 presents information on the Movement and Act to Leave No Child Behind, endorsing the Dodd-Miller "Act to Leave No Child Behind" over the Bush administration "No Child Left Behind" education bill. This part also provides information on the initiatives of the CDF's Movement to Leave No Child Behind. Part 3 focuses on the state of children in the United States, identifying the 10 best and worst states on key child indicators related to child well-being. Data tables are also provided delineating information for each state and the District of Columbia on the number of children and key indicators of child well-being.
