Responding to concerns expressed by state legislators, teacher union leadership, the Philadelphia school district, parents, children, and school staff, the Philadelphia Citizens for children and Youth (PCCY) and the Alliance Organizing Project identified perceptions of the current climate in the city's schools and obtained suggestions for improvement. This report represents the second in a series produced as a joint project of PCCY and the Alliance Organizng Project. The PCCY and Alliance Project conducted focus groups, surveys, and interviews with students, teachers, parents, principals, administrators, social workers, counselors, non-teaching assistants, and other school staff. Findings revealed that all non-administration stakeholders wanted to be included more in policy development and more supported in policy implementation. Participants wanted consistency and their decisions to be reinforced by others who were on the same team. They expressed the need for school leadership, improved and clearer procedures, more training and programming, more in-school options for troubled students, and avoiding use of transfers as a way to solve a school's disciplinary problems. Except for the frequently expressed need for more parental involvement and the feeling of parents that their participation was not really desired, there was remarkable agreement expressed on all issues. Nineteen resulting recommendations for the school district include: (1) establishing clear behavioral expectations; (2) implementing policies consistently; (3) improving the school's physical appearance; (4) involving students in school policy implementation; (5) providing professional development support; (6) focusing on unstructured time and places; (7) providing more local school control over school climate decisions; and (8) creating transitional programs for students returning from incarceration or other institutions. Three appendices list the district-wide initiatives for ensuring school safety, describe national school safety trends, and detail the survey response results. (KB)
