Families Are Important: An Early Childhood Guidebook for Families of Young Children with Disabilities.

This booklet is designed to help Minnesota parents of young children with disabilities to find services to assist them and to help their children learn and grow. It begins by stressing the importance of parent advocacy for children with disabilities. Following sections address: (1) federal requirements for early intervention for children with disabilities, the Individualized Family Service Plan, and kinds of services available; (2) making a referral and screening for disabilities; (3) assessments, evaluation results, and qualifying for services; (4) the Individualized Family Service Plan meetings, plan development, required components, and transition planning; (5) family rights under the law and procedural safeguards; (6) resolving differences with school personnel, mediation, and due process hearings; and (7) statewide requirements under the Individuals with Disabilities Education Act and other laws addressing individuals with disabilities. Appendices include acronyms parents may need to know, a list of relevant terms, suggested readings, Minnesota special education rules, and a list of Parent Training and Information Centers and Community Parent Resource Centers.
