A project evaluated the quality assurance (QA) processes put in place by the English National Board from 1998. The Quality Assurance Framework (QAF) represented a shift of emphasis in audit activity from approval/validation of programs to continuous annual monitoring and review. The evaluation used a mixture of methods, including survey and case studies, to investigate the effectiveness of all aspects of the QAF and the perceptions of all involved in nursing and midwifery education, including students, with regard to these new processes. The process and outcomes of the Subject Review process undertaken in collaboration with the Quality Assurance Agency for Higher Education were also included in the evaluation. Respondents agreed that the information obtained through collaboration appropriately assured the quality of nursing and midwifery education in relation to theory. But they expressed considerable concerns about whether the same was true for practice. Regarding the evaluation of the QAF, these key themes emerged from the data: the provision of a national framework for quality assurance; maintenance of professional standards for education and practice; constructive scrutiny and ensuring the reliability and validity of the evidence base; and establishing an ethos of partnership and collaboration.
