Noting the paucity of information on the effectiveness of the growing numbers of programs promoting responsible fatherhood, this report examines the evaluability of responsible fatherhood programs. The report provides policymakers with an evaluation design for use with a variety of responsible fatherhood programs, and gives direction to organizations supporting or conducting such evaluations. Activities informing the report included interviews with experts, a literature review on fatherhood issues, site visits to five programs, and input from experts on program evaluation. Chapter 1 of the report presents the aims of the fatherhood program, describes components of program evaluation, and discusses program readiness for evaluation. Chapter 2 describes procedures for conducting a process evaluation, including analysis and reporting. Chapter 3 discusses major design choices made in planning an impact evaluation. Chapter 4 describes potential outcomes of fatherhood interventions, suggests specific measures, and discusses difficulties that may be encountered while developing outcome measures. Chapter 5 includes a discussion of how and why explanatory variables are used in an impact analysis. Chapter 6 addresses issues related to selecting the sample and data collection methods. Chapter 7 discusses why a participation analysis should be conducted in conjunction with an impact evaluation and suggests appropriate methods. Chapter 8 discusses the analysis of the evaluation data that will be necessary to estimate the impacts of responsible fatherhood programs. Chapter 9 provides summary and concluding comments. The report's five appendices list the experts interviewed for the project, summarize site visits, provide sample discussion guide for conducting a process evaluation, contain preliminary evaluation findings from the Racine Goodwill Industries Fatherhood Program, and provide a technical discussion of participation and impact analysis methods.
