This paper summarizes major research findings related to educational technology use and draws out implications for how to make the most of technology resources, focusing on pedagogical and policy issues. The paper begins by describing research on the relation between technology and student learning, addressing the question of what kinds of impact technology has on education. The distinction between learning "from" computers and learning "with" computers is delineated. Lessons learned are summarized in the following areas: (1) technology as one piece of the puzzle; (2) adequate and appropriate teacher training; (3) changing teacher beliefs about learning and teaching;(4) sufficient and accessible equipment, including adequate computer-to-student ratio, appropriate placement, and computer access at home; (5) long-term planning; (6) technical and instructional support; and (7) technology integrated within the curricular framework.
