The National Evaluation of Cities in Schools. Executive Summary.
Rossman, Shelli B.; Morley, Elaine
This summary reports the key findings of a multi-year evaluation of the Cities in Schools (CIS) program, a school-based intervention for at-risk youth. Cities in Schools Inc. is a nonprofit corporation that provides training and technical assistance to promote replication of the CIS dropout prevention process in communities and schools. The objective of the model is to integrate existing community services and resources, and relocate them to the school site to bring about dropout reduction and relieve related problems such as substance abuse, gang involvement, violence, and risky behaviors. An evaluation of CIS was sponsored by a consortium of federal agencies led by the Office of Juvenile Justice and Delinquency Prevention. Site visits to 17 communities, telephone discussions with staff in 42 programs, and a review of documents provided data for the study. Evaluators recommended that the CIS national organization emphasize training and technical assistance to bolster areas where weaknesses were identified and that better data be kept for accountability purposes. Other recommendations concern the role of partnership agencies. An appendix presents detailed tables of evaluation findings. (Contains 7 exhibits, 15 tables, 5 figures, and 10 references.) (SLD)
