Parents Receiving Child Care Subsidies: Where Do They Work? A View from Four States and the District of Columbia.

Noting that where child care subsidy recipients work has relevance for both policy and advocacy related to families moving off of welfare, this paper examines findings from seven studies of the issue in Florida, Alabama, Oregon, California, and the District of Columbia. Following introductory comments, Section 2 of the report presents the background for the seven studies. Section 3 summarizes the methodology used in the studies and describes variations among the studies. Section 4 discusses findings and makes recommendations for further study. Section 5 examines the implications of the findings for employers, child care providers, businesses, and policymakers. The primary data sources included subsidy records maintained by child care managing agencies, parent interviews with counselors, and overall employment data. Among the major findings of the studies are the following: (1) the retail and services industries employ the majority of subsidy-receiving workers; (2) the retail industry is the most common employer in each geographic area; (3) industries that are broadly classified as services industries are the second most common employers; (4) the employment pattern of subsidy-recipients and that of the overall labor force are quite different; and (5) local labor market conditions determine the size and importance of industries other than retail and services industries. Six appendices include lists of funding and data sources, additional data tables, standard industrial classification codes, North American industry classification system codes, and a guidebook to help other communities and states replicate the study.
