The Restructuring of New Jersey Higher Education: An Interim Report to the Governor and the New Jersey Legislature.

This report presents the results of an interim assessment of the Higher Education Restructuring Act of 1994. The report is based primarily on two surveys. In the first, various state agencies were asked to indicate whether tasks assigned to them as a result of the Restructuring Act have been addressed. Results from that survey indicate that of the 85 assignments, 67 are complete or in various stages of implementation and 18 are still in the planning stage. The second survey asked members of all major New Jersey higher education constituencies, as well as key state policy makers, their opinions about restructuring, both generally and specifically. On the general assessment of restructuring, positive views outweighed negative as well as mixed views. The report makes recommendations in four areas that received less favorable ratings from approximately one-fifth of the respondents. Overall, the interim assessment indicates that there has been considerable progress in developing and nurturing New Jersey's new governance structure for higher education. While this assessment identifies areas for improvement, it acknowledges that it is too soon to determine whether any major structural changes should be considered. It plans to make a more definitive assessment in 1999, as the Restructuring Act requires. (JJL)
