Extended School Year (ESY) Services: Iowa Standards for Students with Disabilities.

This publication is intended to ensure that consideration for and provision of extended school year services (ESY services) for students with disabilities are consistent with the requirements of federal law, Iowa state rules, and Iowa's adopted educational standards. Part 1 of the document discusses the specific addition of ESY services to the Individuals with Disabilities Education Act (IDEA) regulations in 1999. Part 2 explores the newest directives in IDEA and in the 2000 Iowa Administrative Code, as well as the most recent and the most authoritative precedents and policy directives concerning the ESY services. Part 3 defines ESY services. Part 4 discusses the three basic requirements of ESY services, including: (1) all children who are eligible for special education and related services are to be considered for ESY services; (2) all relevant information relating to the individual needs of the child must be considered; and (3) parents have the right of full participation in the development of the Individualized Education Program, which includes the ESY services decision, and they must be fully advised of their rights. Part 5 describes specific standards for implementing Iowa's ESY services rule. Parts 6 and 7 explore related issues of concern and best practices. (CR)
