The high rates of suicide, attempted suicide, and suicidal ideation among youth in many Native communities indicate that the problem is not just with individuals but involves community-wide issues. Thus, a community-based approach to prevention is essential. This report sets out a rationale and guidelines for a community-based prevention program for First Nations and Inuit youth. The levels and types of prevention are briefly outlined. Major risk and protective factors for suicide that inform prevention programs are reviewed. Elements of suicide prevention programs that have been shown to be effective are discussed. The final two sections present program guidelines and recommendations. The recommendations are based on a systematic review of prevention and mental health promotion programs, including school-based programs, developed for or potentially applicable to Native populations. Recommended programs are described in Appendix A and brief descriptions and contact information for all the reviewed programs are included in Appendix B. Appendix C lists the resources used to review the programs. (Contains 1 table, 1 figure, and 99 references.) (JDM)
