Technological literacy includes the following elements: (1) the ability to use technology; (2) knowledge about the details of individual technologies and the processes of technology development; (3) a holistic understanding of the historical and cultural context of technology and adaptability based on initiative and resourceful thinking; and (4) a set of four generalized competencies (accommodate and cope with rapid and continuous technological change; generate creative and innovative solutions for technological problems; act through technological knowledge both effectively and efficiently; and assess technology and its involvement with human life). The International Technology Education Association (ITEA) recently conducted a project called the Technology for All Americans Project (TfAAP). During the project, educators, engineers, and scientists jointly developed 20 cognitive and process standards for the study of technology. The standards are grouped into the following categories: (1) the nature of technology; (2) technology and society; (3) design; (4) abilities for a technological world; and (5) the designed world. The ITEA calls for technology education for all students in grades K-12. TfAAP has begun development of these three sets of related standards critical to implementation: assessment standards; professional development standards, and program standards. Implementing the standards for technological literacy will ultimately depend on leadership and partnership. (Contains 15 references.) (MN)
