The North Carolina State Board of Education, as part of the Quality Assurance Program, initially established a computer proficiency requirement for diplomas issued to the Class of 2000. In October of 1995, the Board modified the requirement by making it effective beginning with the graduating Class of 2001. Students who were in grade eight for the 1996-97 school year and beyond are required to satisfy the computer proficiency requirement in order to receive a North Carolina high school diploma. The first opportunity to meet the computer skills proficiency requirement arises during eighth grade. Passing the computer skills standard is defined as passing both the multiple-choice and performance portions of the North Carolina Tests of Computer Skills. The purpose of this document is to report the performance on the computer skills tests of students in the Class of 2004 as eighth graders, the Class of 2003 as ninth graders, the Class of 2002 as tenth graders, and the Class of 2001 as eleventh graders. For the 1999-2000 school year, about 73% of students who took the tests met the requirement at the end of eighth grade. There were disparities in performance among subgroups. The Hispanic (46.8%), Black (55.7%), and American Indian (63.2%) subgroups had lower percentages passing the proficiency requirement than the Multi-Racial (73.4%), Asian (76.8%), and White (82.4%) subgroups. For 1999-2000, 78.3% of students who took the tests met the requirement by the end of grade nine. Hispanic (51.4%), Black (65.2%), and American Indian (68.4%) subgroups had lower percentages passing the proficiency requirement than the Asian (72.7%), Multi-Racial (74.8%), and White (86.5%) subgroups. For 1999-2000, 86.8% of students who took the tests met the requirement by the end of tenth grade. Percentages passing were 70.1% for Hispanics, 77.3% for Blacks, 80.6% for American Indians, 80.6% for Asians, 85.0% for Multi-Racial, and 91.8% for Whites. For the 1999-2000, 86.6% of students who took the tests met the requirement by the end of eleventh grade. Percentages passing were 73.3% for Hispanics, 77.8% for Blacks, 81.3% for Asians, 81.3% for Multi-Racial, 81.6% for American Indians, and 90.8% for Whites.
