At the request of U.S. President Clinton, the Secretary of Health and Human Services, in collaboration with the Secretaries of Agriculture and of Education, examined the issue and developed specific recommendations to encourage and integrate outreach and enrollment for Medicaid and the State Children's Health Insurance Program (SCHIP) within school settings. A cross-departmental workgroup gathered information about school-based outreach from national, regional, state, and local health and education sources and held a national summit to find promising outreach practices. This report, presented in five sections, outlines findings, describes barriers and promising approaches to school-based outreach, and makes recommendations to ensure that health insurance outreach for children becomes a customary part of school activities. Section 1 presents background information on the significance of the problem of uninsured children, the importance of outreach, President Clinton's executive memorandum, and the departmental response. Section 2 summarizes findings related to the role of schools in reaching uninsured children, motivating schools to adopt outreach as part of their mission, constraints and barriers, keys to success, and funding school-based outreach. Section 3 provides recommendations for federal action, including recent legislation, and spotlights efforts in Virginia. Section 4 describes promising practices in outreach, highlighting state and district level programs in California, Illinois, and Florida. Section 5 discusses the importance of developing evaluation strategies for determining the success of school-based outreach efforts. The report concludes by asserting that to facilitate school-based outreach for children's health insurance, the federal government, the states, schools, and other partners must join together to break down existing barriers and connect eligible children with the health coverage they need.
