This document presents a report on a 2-year study of community anti-drug coalitions in 11 cities that have community initiatives programs. Through an extensive review of the literature, conversations with prevention experts, and interviews with members of the programs, an examination was made of the lessons learned by the coalitions. Since formal evaluation data of community anti-drug coalitions is not often available, and many programs do not address the question of what works best, this study attempted to use a broad approach to determine coalition evolution, implementation, and outcomes. Drug Strategies identified six elements that shape coalition effectiveness. They include a clear mission statement and strategic plan; broad, diverse membership; strong, continuous leadership; diversified funding sources; training; and evaluation. A broader public understanding of these elements will help communities create stronger coalitions and gather greater public and private support. A description is included of the 11 Community Anti-Drug Coalitions in Knight Communities across the country. Also included is a list of Drug Strategies publications as well as a description of the survey instruments developed for the assessment of community coalitions. (Contains 22 references.) (JDM)
