The Digital Steppingstones (DSS) project is a 3-year study exploring access to advanced information technologies and related training in low-income and minority communities. The project is also identifying exemplary information technology programs in schools, libraries, and community centers in disadvantaged areas of five large cities. Site visits, roundtable discussions, and interviews determined characteristics of exceptional programs and barriers to access to advanced telecommunications that exist in underserved communities. First-year findings identified five characteristics of exceptional programs: extensive staff training; creative funding and budgeting; leadership that values the use of technology in education and demonstrates entrepreneurial drive in developing programs; community involvement in planning and decision making, as well as participation in the program itself; and collaboration and information sharing. Barriers to effective program implementation include difficulties in maintaining dependable funding streams; providing on-going, comprehensive staff training; maintaining consistent leadership; promoting information sharing; and keeping up with rapid technological innovation. Also, questions concerning the efficacy of technology in the classroom challenge decision-makers at all levels. Recommendations for program development are offered. (Contains 21 references.) (TD)
