North Carolina Alternate Assessment Portfolio Pilot Program, 1999-2000. Report of Student Performance.
North Carolina State Dept. of Public Instruction, Raleigh. Div. of Accountability/Testing.
During 1999-2000 school year, the North Carolina Alternate Assessment Portfolio was administered to eligible students with serious cognitive deficits statewide as a pilot program. This report provides state, regional, and local education agency results of that pilot program. The purpose of the pilot was to review the feasibility, validity, and reliability of the assessment in addition to obtaining information necessary to refine the portfolio as needed, as well as to report student performance statewide. During the 1999-2000 school year, 2,117 students were assessed using the North Carolina Alternate Assessment Portfolio. In July of 2000, over 120 special education teachers from across the state scored the portfolios. Each portfolio was assessed for overall completeness and quality. Ten percent of the portfolios received a second scoring to examine inter-rater reliability. Results from the assessment indicate: (1) approximately 31 percent of students statewide received a portfolio quality score of proficient or distinguished; (2) approximately 93.4 percent of all student portfolios statewide demonstrated growth; (3) approximately 21.1 percent of students with limited English proficiency received a portfolio quality score of proficient or distinguished; and (4) American Indian students had the highest percentage of proficiency and distinguished scores. The report includes extensive performance tables. (CR)
