Coordination and Integration of Welfare and Workforce Development Systems.

The extent of coordination and integration of welfare and work force development systems was examined in a study that involved site visits to 12 localities in 6 states. The following factors were found to promote coordination: a previous history of coordination; a strong local economy and low unemployment; access to technology; greater financial resources; and state initiatives. Barriers to coordination identified were programmatic (differing program goals, concepts of coordination, and performance standards and declining welfare caseloads); logistical (geographical issues, long-term leases and space limitations, confidentiality, incompatible client forms, union rules and civil service regulations); and managerial ("turf" barriers, system complexity, time commitments). The following were among the key lessons learned: (1) past relationships are important; (2) coordination efforts must generally overcome barriers; (3) coordination can occur under a variety of organizational approaches; (4) service systems must fit local conditions; (5) coordination can benefit hard-to-serve clients; (6) coordination is a process rather than an event; and (7) integration is a means rather than an end.
