Eight BC Workforce Literacy Initiatives. Final Report.

Eight work force literacy initiatives were conducted in British Columbia (BC), Canada. The primary objectives and key activities of the initiatives were as follows: (1) alliance development (developing partnerships and linkages promoting and supporting work force literacy); (2) public awareness (conducting presentations and media relations and producing a bulletin); (3) business incentives (conducting direct mail campaigns, business breakfasts, and an awards program); (4) labor awareness and support (designing materials and resources to raise awareness of the need to address work force literacy issues at all levels of the labor movement); (5) practitioner development (piloting an electronic conferencing system for work force literacy practitioners); (6) new program support (providing resources, referrals, and general consultation to foster new programs); (7) accredited curriculum design (exploring the feasibility of developing university-accredited training for work force literacy practitioners); and (8) portfolio evaluation (researching the utility of electronic learning records for employees and employers). The following conclusions emerged from reviews of the initiatives: (1) however time-consuming and intangible, relationship building is the key to promoting work force literacy; (2) there is no work force literacy "field" in BC; (3) resources for "core" activities remain insufficient; and (4) benchmarks, measurable impacts, and strategic rigor are needed.
