What Democracy Means to Ninth-Graders: U.S. Results from the International IEA Civic Education Study.

This report analyzes the U.S. results of the 1999 International Association for the Evaluation of Educational Achievement (IEA) Civic Education Study, Phase 2. The study was designed to assess the civic knowledge of 14-year-old students across 28 countries. This report concentrates on the attitudes, actions, and conceptual views of U.S. students, as well as the school and classroom context of civic education. It is organized in seven chapters. Chapter 1 is an introduction. Chapter 2 presents a brief overview of the civic achievement of U.S. students on the assessment component of the student instrument compared with that of students in the other 27 participating countries. Chapter 3 examines the school and classroom context of civic knowledge, with particular emphasis on the status of civic education in schools and what students learn in civic education. Chapter 4 presents results on the demographic, socioeconomic, and out-of-school context of civic knowledge. Chapters 5 through 7 analyze the survey component of the instruments. Chapter 5 focuses on concepts of democracy, citizenship, and government. Chapter 6 examines the attitudes of U.S. students toward national and international civic issues. Chapter 7 looks at the current and expected activities of U.S. ninth-grade students related to politics. Appended are "CivEd Framing Questions"; "The CivEd Student Instrument"; "Overview of CivEd Methods and Procedures"; "Standard Errors for Tables"; and "Standard Errors for Figures."
