The Learning Divide Revisited: A Report on the Findings of a UK-Wide Survey on Adult Participation in Education and Learning.

Based on a 1999 survey of 5,054 adults, this report describes those who are and are not participating in adult learning in Great Britain. It covers factors such as age, gender, previous education experiences, socioeconomic background, and geographical location and points to the workplace as a significant source of information, motivation, and support for learning. Replicating a 1996 survey, this latest research shows little change in overall national participation patterns, though there are some significant changes among certain groups. Some socially excluded groups with particular needs and interests are succeeding in gaining access to learning. The report's findings reveal that the divide between the learning-rich and the learning-poor still exists, and that the gap is not closing. A danger that is looming is that this divide is being compounded by an emerging information divide in which people with access to the new communications technologies are more likely to have access to learning than those without; access to new and older communications technologies is spread very unevenly across social groups and regions; and many people have access through work or an educational institution, but surprising numbers do not have access to new technologies either at work or at home.
