Inclusive Education at Work: Students with Disabilities in Mainstream Schools.

This report details a study of how inclusive practices for students with disabilities are being developed and implemented in eight countries: Australia, Canada, Denmark, Germany, Iceland, Italy, the United Kingdom, and the United States. The study aimed to describe national, regional, and local policies on inclusion and school-based practices and to identify the key issues involved. The study identified nine major issues in inclusive education: (1) funding models; (2) systems of public accountability; (3) pupil assessment; (4) curriculum development; (5) teacher/student and adult/student ratios; (6) the presence of a classroom assistant; (7) the functioning of support services; (8) the teacher training system; and (9) community and parental involvement. Part 1 of the report presents background information on segregation, integration, and inclusion. Part 2 provides a synthesis of findings from the countries visited. Part 3 presents individual country case studies. Attachments include a special education teacher training survey of 13 countries, information on training professionals to work in inclusive settings, and issues of cost-effectiveness in inclusive and special education.
