This guide shares information about setting up and operating Neighborhood Networks centers. (These centers operate in Department of Housing and Urban Development-assisted or -insured housing nationwide to help low-income people boost their basic skills and find good jobs, learn to use computers and the Internet, run businesses, improve their health and medical care, and access child care, transportation, and other services.) Chapter 1 highlights the 10 qualities of successful Neighborhood Networks centers (articulate goals; involve residents; rely on resident advisory committees to identify and achieve goals; identify barriers to success and develop solutions; plan ahead; develop tools to measure progress; tend to funding needs; build partnerships; hire the right staff; operate like a business). Chapter 2 profiles three centers that have developed sustainable partnerships, contributed to residents' education and job prospects, and engaged residents in centers' planning and programs: Wheatland Community Learning Center, Dallas, Texas; Martin Luther King Jr. Community Learning Center, Seattle, Washington; and Communities On Line, Inc. at Orchard Mews, Baltimore, Maryland. Chapter 3 describes two organizations that yield lessons about what works in neighborhood revitalization: City of Chattanooga, Tennessee, and Neighborhood Reinvestment Corporation.
