Creating High-Quality Preschool: Ideas for Supporting Early Learning Programs. [Videotape].
Department of Education, Washington, DC.
Recognizing that a quality preschool program is key to children's high achievement, this videotape presents a U.S. Department of Education teleconference on creating high quality preschool programs and federal funding available for such programs. Panelists from the Department include the director of the Early Childhood Institute in the Office of Educational Research and Improvement (OERI), the director of Compensatory Education Programs, the deputy director of Adult Education and Literacy, and the associate director of the Office of Special Education Programs. The 60-minute video begins with the chair of the Education Commission of the States discussing the role of state policymakers in creating quality preschool programs. The video then notes that funds from Title I, the Elementary Secondary Schools Act, can be used for preschool programming. The VIP Village in Imperial Beach, California, a district-wide program with 32 classes in several buildings on a single campus, is highlighted. The video discusses how the program has shifted from district to state and federal funding, including Title I funds. The program's parent involvement and family literacy efforts are also noted; components of family literacy programs are listed, and ways these can be incorporated into preschool programs to access additional funding such as Even Start are noted. Other federal programs that support family literacy are listed, including Migrant Education and the Reading Excellence Act. Next, how funding from the Office of Special Education Programs can be accessed for programs including children with disabilities is discussed, noting that funding can go farther when regular preschool programs are inclusive. Final discussions touch on funding for campus-based child care centers, how to break down traditional barriers to using funds in different ways, what communities should do to move toward developing quality preschool programs, and what things parents can do to help their children be ready to learn. Throughout, the video shares research resources, grant information, and relevant sites on the World Wide Web. (HTH)
