Recognizing that a quality preschool program is key to children's high achievement, this videotape presents a U.S. Department of Education teleconference on creating high quality preschool programs and federal funding available for such programs. Panelists from the Department include the director of the Early Childhood Institute in the Office of Educational Research and Improvement (OERI), the director of Compensatory Education Programs, the deputy director of Adult Education and Literacy, and the associate director of the Office of Special Education Programs. The 60-minute video begins with the chair of the Education Commission of the States discussing the role of state policymakers in creating quality preschool programs. The video then notes that funds from Title I, the Elementary Secondary Schools Act, can be used for preschool programming. The VIP Village in Imperial Beach, California, a district-wide program with 32 classes in several buildings on a single campus, is highlighted.
