This document addresses the provisions of Title VI of the Civil Rights Act of 1964 to the end that no person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity receiving federal financial assistance from the Department of Education. It details the organizations covered by this regulation and the types of discrimination that are prohibited, such as the denial of services, directly or through contractual or other arrangements, on the grounds of race, color, or national origin. The various assurances of compliance are also discussed, including those assurances required by schools and institutions. Some illustrative applications are provided; for example, when a research grant is awarded to a university for activities to be conducted in a graduate school, discrimination in the admission and treatment of students in the graduate school is prohibited. Such prohibitions extend to the entire university. Also included is compliance information, conduct of investigations, procedure for effecting compliance, hearings, decisions and notices, judicial review, and definitions.
