This book provides state-of-the-art materials relating to the management and organization of public VET (vocational education and training) systems and suggests a framework for developing the management competence of senior administrators. The book is organized by areas of management function and consists of 6 modules with 19 learning units. Module 1, "Managing the Government Role in VET," reviews approaches to deciding the degree of government involvement in the provision of vocational education and training. Module 2, "The Management Concept of VET," reviews recent trends involving a division of responsibility between policymakers, advisors, and administrators, as well as the role of contractual management arrangements. Module 3, "VET Management and Organizational Structures," looks at patterns of organization and management structures in vocational education and labor market training systems. Module 4, "VET Target Setting and Planning," describes approaches to setting national objectives and addresses strategic and operational planning. Module 5, "Financing VET," suggests a structure for funding mechanisms and reviews schemes for financing vocational education, labor market training, and government-regulated financing of training in enterprises. The last module, "Guiding Training Providers," describes the framework that needs to be established by governments to ensure the productive operation of public VET providers.
