To identify future Texas higher education issues, groups of educational, community, political, and business leaders assembled for Delphi group discussions to examine Texas higher education in 2010. The final round of discussion yielded 33 questions considered important by at least one member in each of two or more groups. Areas of consensus led to two new goals: reducing disparities among Texans in higher education participation and success; and reducing job deficits. This report covers: (1) meeting student-related goals (e.g., meeting participation and success goals, reducing disparity and improving participation and success for minorities and reducing future job deficits); and (2) meeting institution-related goals (improving research and education). The study found no current consensus on educational priorities, no group authorized to lead the development of a statewide vision, and no recognition of the need to develop a vision. It recommends that the Texas Higher Education Coordinating Board change its mandate from coordination to governing the higher education system until a master plan is created.
