This open letter to the presidents and chancellors of state universities and land-grant colleges addresses institutional culture and organization, arguing that large public universities must be rebalanced and reintegrated if they are to fulfill their public responsibility in the future. An Executive Summary provides some historical background, as well as a brief discussion of the university as community, and then summarizes eight key strategies for restoring institutional cohesion: (1) start with values and a mission; (2) foster institutional coherence; (3) reinvigorate academic governance; (4) develop administrative leadership; (5) redefine the nature of acceptable scholarly work; (6)reinforce the integrity of tenure; (7) align athletics and academics; and (8) end with values: put learning first. The three following chapters focus on: campus culture (the knowledge explosion, governance and mission, and the challenge of comprehensiveness); the many cultures of the university (academic, student, administrative, athletic, and values); and organization, including discussion of the key strategies suggested for reintegrating and rebalancing the public university.
