From the Margins to the Mainstream: An Action Agenda for Literacy. The National Literacy Summit, 2000.

This report proposes a plan of action to help the United States meet its literacy challenges. Section 1 is a call to action that emphasizes the challenge posed by the 1993 National Adult Literacy Survey that found more than 40 million adults--over a fifth of the adult population--have low literacy skills. Section 2 presents literacy as a national concern, since literacy skills are critical to holding a job, a healthy economy, better health outcomes, better Internet access, and parental support of children's language and literacy development. Section 3 proposes an action agenda built around three key priorities. Section 4 presents the three priorities--resources, access, and quality--accompanied by outcomes of achieving the priorities and a sampling of actions that stakeholders and their partners in states or communities can take.
