This guide focuses on these two key challenges that states and localities have identified as important for the long-term success of welfare reform and work force development efforts: helping low-income parents sustain employment (steady work) and advance in the work force (better jobs). The guide consists of five parts and is structured to facilitate its use as a resource for policymakers, program administrators, and staff. Part I is an introduction and summary of key points. Part II reviews program evaluation and labor market research on the experiences of welfare recipients in the workforce and identifies factors that are linked to sustaining employment and advancing to better jobs. Part III draws on research and program experience to suggest lessons for how to implement work supports, such as wage supplements and post-employment case management. Part IV draws on research and program experience to suggest lessons for implementing job advancement strategies. Part V focuses on supportive services, such as child care, health care, and transportation. Throughout the guide, information is organized into bulleted material that highlights key points and checklists that denote specific suggestions for readers.
