Noting that Minnesota has developed many innovative services for parents and infants, but does not yet have an organized way to attend to infants' emotional development and mental health needs, this report details a study to ascertain the need for infant mental health services and examined the current level and types of services available. Data were gathered by means of a mail survey sent to parents and representatives from a variety of professional fields, focus groups held in five communities, and interviews with parents and key people in pivotal positions serving families. Also, a consultant team of community experts and the Center for Early Education and Development at the University of Minnesota reviewed current systems in Minnesota and other states. The report defines infant mental health, presents a conceptual framework for a coordinated system, outlines guiding principles underlying creation and coordination of services, and presents criteria for effective service delivery. The report recommends that infant mental health services be identified and organized as a continuum of activities in four areas: (1) public awareness; (2) education and support; (3) screening; and (4) assessment and intervention. The report also discusses costs and savings related to infant mental health services, policy and program implications, needs assessment results, and infant mental health activities in other states. The report concludes by asserting that a coordinated system of services to support physical and mental health will help ensure that children have a solid developmental foundation.
